Buyer is seeking to create a prequalified consultant list for Arbitrage Rebate Consulting Services. This is a midterm opener where existing prequalified firms can remain in the pool without action or submit updated qualifications. New proposers can also submit proposals to be considered for the prequalified pool. Selected consultants will enter a non-exclusive contract with a term not exceeding ten years.

• Perform arbitrage rebate calculations

• Conduct annual arbitrage compliance reviews
• Develop arbitrage tracking systems
• Represent client during IRS examinations

• Review bond documents for arbitrage implications
• Identify potential refunding opportunities
• Analyze spending exceptions
• Provide expert testimony if needed
