Buyer seeks a subrecipient to deliver Job Seeker Services under the Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker Services. The program will help job seekers access employment, education, training, and support services to succeed in the labor market. Services include career coaching, skills assessment, training opportunities, and job placement assistance at American Job Centers in the SEMCA Michigan Works! region.

• Conduct outreach and recruitment of eligible candidates
• Provide career coaching and assessment services
• Develop individualized employment plans for participants
• Administer education and training funds
• Collaborate with business services for job placement
• Provide support services to program participants
• Track participant progress in OSMIS and other systems
• Conduct follow-up services for up to twelve months
• Create work experience activities for adult participants
• Implement soft skills training for employment readiness
• Partner with local community organizations and stakeholders
• Ensure priority of service for veterans and eligible spouses
• Utilize labor market information for training recommendations
• Measure and report performance outcomes
• Maintain secure participant records and documentation
• Establish collaborative relationships with WIOA partners
• Conduct program orientation for all eligible job seekers
• Streamline services to reduce costs
• Incorporate emerging technologies to improve service delivery
• Monitor participant interests in job postings on Launchpad
