Buyer seeks to procure consulting services to develop a Downtown Stockton Master Plan that facilitates new housing production and linkages to transit. The plan will serve as a strategic blueprint for capital improvements and funding mechanisms. Key focus areas include historic City Hall, the Permit Center complex, and other city-owned assets. Services include site inventorying, design strategies, outreach, funding mechanism feasibility, pre-construction studies, and CEQA clearance.

  • Proponent must be a licensed engineer and/or registered municipal advisor
  • Key personnel must have ten years of experience in proposed role
  • Key personnel must have worked on at least one similar project
  • Conduct site inventory and assessment of Downtown Core properties
  • Review historical planning documents and compile existing resources and partnerships
  • Develop community outreach and engagement strategy with focus on TIF structures
  • Conduct comprehensive market analysis with emphasis on infill housing production
  • Analyze funding mechanisms including EIFD and tax district formation
  • Develop design vision and identify infrastructure constraints
  • Prepare pre-construction design and engineering studies
  • Develop CEQA/Environmental clearance framework for identified projects
  • Create Infrastructure Financing Plan
  • Prepare Final Downtown Stockton Master Plan with implementation roadmap
