Buyer seeks qualified certified public accounting firms to perform professional governmental auditing services. Services include financial audits, internal control audits, compliance audits, performance audits, and forensic investigations. The contract term is for two years beginning July 1, 2025, with option to renew for two additional one-year periods. Each engagement will be based on actual hours worked rather than fixed price.

• Valid Delaware CPA licenses or from substantially equivalent jurisdiction
• Valid Delaware firm professional license from State Board of Accountancy
• Current State of Delaware business license
• Experience providing auditing services in state government sector
• Compliance with GAGAS peer review requirements
• No suspensions or debarments within past five years

• Perform financial audits of state agencies and compliance with accounting standards
• Conduct internal control audits to ensure fraud prevention mechanisms are adequate
• Evaluate compliance with laws, regulations, agreements, and policies
• Assess efficiency and effectiveness of programs through performance audits
• Investigate financial discrepancies and potential fraud
• Examine IT systems and controls to ensure data integrity and security
• Verify proper use and management of grant funds
• Conduct special investigations in response to specific concerns
• Prepare comprehensive written reporting packages meeting GAGAS standards
• Present findings in entrance and exit conferences with engagement entities
