• Proven experience developing strategic plans for law enforcement agencies
• Understanding of contemporary law enforcement practices
• Expertise in organizational analysis and change management
• Knowledge of relevant laws, regulations, and accreditation standards
• Track record developing actionable, measurable strategic plans
• Skills engaging law enforcement personnel and community members
• Experience with data-driven decision-making and performance metrics
• Understanding of diverse communities and culturally responsive policing
• Exceptional written and verbal communication skills

• Conduct external factors analysis of law enforcement trends and city-specific issues
• Analyze internal systems, leadership, staffing, and operational effectiveness
• Gather input through stakeholder interviews and community focus groups
• Define SMART goals aligned with organizational objectives and fiscal planning
• Develop a forward-looking, inclusive Three-Year Strategic Plan (2026-2029)
