West Bloomfield Parks and Recreation Commission

Buyer seeks a qualified firm to provide internal accounting services on an hourly rate basis. Services include monthly bank reconciliation, grant reconciliation, fixed asset updating, GASB implementation, and audit preparation. The contract is open-ended with no minimum hours required, anticipating less than 100 annual hours. Buyer will maintain day-to-day operations including payroll, accounts payable, and routine financial reporting in-house.

• Knowledge of Generally Accepted Accounting Principles (GAAP)
• Knowledge of Governmental Accounting Standards Board principles (GASB)
• Knowledge of advanced financial analysis methods and techniques
• Knowledge of internal control principles and practices
• Experience with BS&A accounting software, Microsoft Excel, Word and Teams

• Perform monthly bank reconciliations within first ten days of following month
• Provide oversight on accounting for capital expenses reimbursed by $25 million bond
• Prepare audit work papers and journal entries for external auditors
• Assist with annual recording of grant records
• Maintain and update fixed asset records annually
• Reconcile balance sheet accounts annually
• Reconcile and maintain debt service accounts and related schedules
• Implement and complete GASB 87, 96 and 101 accounting entries
• Implement new GASB pronouncements as needed
• Provide timely responses to general accounting questions
