Buyer seeks nonprofit HUD-Approved Housing Counseling Agencies to provide comprehensive housing counseling and education services to Chicago residents. Services include financial management, pre-purchase, post-purchase, foreclosure avoidance, tenancy, and condo purchase counseling. All housing counseling must be conducted by HUD-Certified Housing Counselors, and education must follow HUD guidelines. Buyer requires agencies to track client outcomes and participate in community outreach events.

• 4/21/2025 - Deadline for Questions
• 6/2/2025 - Proposal Due Date

• Must be a HUD-approved Housing Counseling Agency
• All counselors must be HUD-certified
• Must have been delivering housing counseling for past 24 months
• Must not have had HUD Certification revoked in past 5 years
• Must be a nonprofit organization

• Provide financial management counseling and education services
• Deliver pre-purchase counseling and homebuyer education workshops
• Conduct post-purchase education workshops for homeowners
• Provide foreclosure prevention counseling and education services
• Deliver rental counseling and education on tenant rights
• Conduct condo-specific counseling and education workshops
• Track client demographic data and outcomes
• Submit monthly or quarterly reports to the City
• Develop personalized action plans for housing clients
• Network and participate in community outreach events
