Buyer is seeking qualified entities to provide internal auditing services in compliance with the Texas Internal Auditing Act. The services will deliver independent and objective assurance activities to enhance the operational effectiveness of the Texas Council for Developmental Disabilities. The internal auditing will emphasize performance and compliance auditing, with some consulting services and financial auditing as needed. The contract term is for five fiscal years and will support TCDD in improving risk management, control, and governance processes.

• 5/21/2025 - Final publication of Q&A
• 5/23/2025 - Preferred date for Notice of Intent
• 5/28/2025 - Proposal Due Date
• 9/1/2025 - Anticipated start date

• Minimum three years experience as Certified Internal Auditor or Public Accountant
• Registration with State Board of Public Accountancy

• Review risk assessment process and propose improvements
• Develop annual internal audit plan identifying priority areas
• Implement approved audit plan and provide written findings
• Monitor and follow up on prior audit findings
• Report to TCDD Audit Committee during quarterly meetings
• Conduct quality assurance reviews per Government Code standards
• Perform performance and compliance audits as directed
• Update TCDD Executive Director quarterly on audit activities
• Ensure compliance with Texas Internal Auditing Act
• Evaluate effectiveness of risk management and governance processes
