- Meet standards of Part 151 of Regulations of Commissioner of Education
- Teachers meet qualifications set by Board of Regents
- Certified Universal Pre-Kindergarten Teachers with credentials and resumes
- Financial solvency
- Adequate insurance coverage
- Provide full day (6.5 hour) prekindergarten program for 90 four-year-olds
- Implement age and developmentally appropriate curriculum focused on language and cognitive skills
- Provide early literacy and mathematics instruction
- Conduct assessments of language, cognitive, and social skills development
- Support children with special needs through inclusion and integration
- Ensure continuity with K-3 program and elementary grades
- Promote strong parental partnership and involvement
- Provide nutritional meals and snacks as learning opportunities
- Implement screening and progress assessment tools with proven validity
- Maintain appropriate classroom spaces meeting all safety requirements
- Maintain proper child-staff ratios (1:18 with one teacher and paraprofessional)
- Meet needs of English language learners

- Meet all applicable regulations for prekindergarten programs
- Follow the district's school calendar
- Select eligible children on a random selection basis
- Create a nurturing environment promoting independence
- Ensure all staff maintain proper certification and training
