  • Experience providing application review and processing services
  • Experience with voucher issuance and tracking
  • Experience with programmatic marketing services
  • Experience with provider recruitment and outreach services
  • Experience working with local humane societies and animal protection organizations
  • Process VSNIP applications and verify applicant eligibility within five business days
  • Issue and track VSNIP vouchers for animal sterilization services
  • Conduct at least eight outreach events annually to promote VSNIP
  • Distribute promotional materials at locations frequented by pet owners
  • Recruit and retain veterinarians to participate in the program
  • Provide one-on-one application assistance to applicants upon request
  • Verify companion animals were acquired for nominal fee (≤$75)
  • Submit quarterly reports of processed applications through secure encryption
  • Verify income eligibility at or below 185% of Federal Poverty Level
  • Respond to public inquiries about VSNIP within 72 business hours
  • Store necessary program materials and monitor supply levels
  • Provide electronic statistical data as required by the State
  • Consult with State for applications requesting five or more vouchers
  • Verify participation in qualifying public benefit programs
  • Market VSNIP statewide to reach income-eligible Vermonters
  • Process applications for dogs, cats, and wolf-hybrids
  • Develop veterinary outreach strategy to expand provider network
  • Track voucher redemption for sterilization and immunization services
  • Maintain strict confidentiality of applicant information
  • Assist with implementing program goals to reduce unwanted animal population
