Buyer is soliciting proposals for the provision of employment and training services to eligible youth in Dutchess County. Services will be funded through the Workforce Innovation and Opportunity Act (WIOA). The program focuses on out-of-school youth (OSY) ages 16-24 with up to 20% in-school youth (ISY). Buyer requires the program to be co-located at their 191 Main Street, Poughkeepsie location as an in-person program serving approximately 86 youth currently.

• Experience in youth employment and training programs
• Not debarred, suspended, or excluded from federal participation
• No outstanding monitoring or audit concerns from prior contracts
• Technical competence and administrative/fiscal management systems

• Recruit and determine eligibility of WIOA youth participants
• Provide objective assessment of academic and skill levels
• Develop individual service strategies with career pathways for participants
• Deliver activities leading to secondary diploma or postsecondary credential
• Incorporate all 14 required WIOA program elements
• Co-locate OSY program with DCWORKS at 191 Main Street
• Create work experience opportunities in demand occupations
• Collaborate with WIOA Youth Navigator at Career Center
• Develop partnerships with community organizations for referrals
• Maintain data in One Stop Operating System (OSOS)
