Buyer seeks a qualified communications vendor to provide strategic communications services for the Child Welfare Services Branch. Services include public relations, crisis communications, media outreach, and culturally informed messaging. The vendor will work closely with the Public Information Officer to enhance public awareness of Child Welfare Services and foster trust in the agency. All communications must be trauma-informed, rooted in Hawaiian cultural values, and inclusive of neighbor islands.

  • Knowledge of Native Hawaiian culture and customs
  • Experience working across urban and rural Hawaii settings
  • Strong reputation for ethical work within Hawaii
  • Prior experience working with government PIOs
  • Experience with service organizations on all islands
  • Develop comprehensive communications strategy for Child Welfare Services
  • Provide real-time crisis communications during sensitive incidents
  • Draft press statements, talking points, and FAQs for media
  • Pitch proactive story ideas to highlight CWS successes
  • Develop Public Service Announcements and storylines
  • Incorporate Hawaiian language in communications when appropriate
  • Consult with cultural practitioners to validate content
  • Monitor public sentiment and media coverage
  • Create materials for community meetings and town halls
  • Identify needs for multilingual communications and organize translations
