Buyer seeks standby contractors to support the evaluation of public health emergency incident responses. The contractors will develop After Action Reports/Improvement Plans following real-world incidents. Selected contractors will review documentation, gather stakeholder feedback, conduct analyses, and produce reports according to HSEEP guidelines. Up to four contractors will be selected to provide on-demand incident response evaluation services through June 2029.

• Five years HSEEP-compliant emergency response evaluation experience
• Project team member with three years public health experience
• Project team member with three years emergency management experience

• Provide overall project planning and coordination for incident response evaluations
• Review and summarize existing response documentation and evaluation materials
• Gather feedback from key response stakeholders through surveys
• Conduct facilitated discussions to collect stakeholder input
• Analyze information gathered from surveys and discussions
• Identify key themes and best practices from incident responses
• Document lessons learned and areas for improvement
• Develop comprehensive After Action Reports/Improvement Plans (AAR/IPs)
• Follow Homeland Security Exercise and Evaluation Plan (HSEEP) guidelines
• Mobilize quickly in response to public health emergency incidents
