Buyer is seeking a web-based Software-as-a-Service (SaaS) Homeless Management Information System (HMIS) solution. The system must be compliant with all HUD HMIS Data and Technical Standards and offer functionality to support homeless services. Buyer requires a solution that will replace their current HMIS operating since 2018 and serve as critical data infrastructure for collecting information about those experiencing homelessness. The system must support various workflows including coordinated entry, homelessness prevention, shelter operations, and permanent housing programs.

• Minimum five years experience developing and providing HMIS
• Experience translating federal grant guidelines into software requirements
• Experience working with entities serving homeless populations
• Experience in data hosting, security, and network operations
• Demonstrated success in legacy data migration
• Ability to collect and generate HUD required data elements

• Provide web-based Software-as-a-Service HMIS system
• Ensure compliance with HUD data and technical standards
• Implement Coordinated Entry functionality
• Enable secure data exchange with external systems
• Provide comprehensive system administration capabilities
• Manage user licenses and training tracking
• Enable homelessness prevention workflows
• Support shelter operations management
• Implement permanent housing program functionality
