Allegheny County Department of Economic Development

Buyer seeks proposals to develop rental units and/or non-congregate shelter units serving households experiencing homelessness or other eligible populations using HOME-ARP funds. Proposals must include supportive services for qualifying populations to reduce homelessness in Allegheny County. Buyer will make grant awards to one or more proposers and may fund one or multiple projects. The goal is to leverage funds to create sustainable housing solutions with a minimum 15-year affordability period.

  • Financial capability to carry out proposed commitments
  • Experience managing similar development projects
  • Capability to provide ongoing property management
  • Ability to provide or partner for social services
  • Develop rental units for homeless populations
  • Create non-congregate shelter units for qualifying populations
  • Provide supportive services for housing residents
  • Coordinate tenant selection with Department of Human Services
  • Develop comprehensive property management plan
  • Ensure 70% of rental tenants come from qualifying populations
  • Maintain minimum 15-year affordability period
  • Leverage HOME-ARP funds with additional state/federal funding
  • Develop physical site with compatibility to neighborhood character
  • Serve veterans meeting qualifying population criteria
  • Select locations near community resources and transit
  • Partner with service providers for wrap-around support
  • Maintain compliance with ADA requirements
  • Provide opportunities for M/W/DBE contracting
  • Ensure environmental review compliance
  • Create project budget with hard and soft costs breakdown
  • Develop project timeline with completion dates
  • Coordinate with City of Pittsburgh for joint projects
  • Ensure services meet needs of homeless prevention
  • Establish adequate operating reserves for affordable housing
