Buyer is seeking qualified accounting firms to audit its financial statements for the fiscal year ending September 30, 2025, with the option of auditing for three subsequent fiscal years. The audit must follow AICPA standards, Government Auditing Standards, and other relevant requirements. The selected firm will compile the Annual Comprehensive Financial Report and issue Single Audit compliance reports if necessary. The engagement is for a one-year contract with the possibility of renewal for three additional years.

• 5/13/2025 - Final date for proposal questions
• 5/22/2025 - Proposal Due Date
• 6/5/2025 - Council approval of contract
• 10/1/2025 - Detailed Audit Plan
• 2/20/2026 - Fieldwork completion
• 3/6/2026 - Draft Reports due
• 3/26/2026 - Final Report presentation

• Must be independent of the City of Port Neches
• Audit firm and all audit partners must be licensed in Texas
• Must have external peer review and record of quality audit work

• Audit financial statements for fiscal year ending September 30, 2025
• Issue required audit reports per AICPA and GASB standards
• Compile and issue Annual Comprehensive Financial Report (ACFR)
• Perform Single Audit compliance reporting if necessary
• Present final audit report to City Council
• Review ACFR for GFOA Certificate of Achievement program
• Issue reportable conditions and internal control recommendations
• Attend City Council meeting to present findings
• Test compliance with City Charter, Ordinances, Federal and State laws
• Analyze pension plans and OPEB obligations
