Buyer seeks proposals from qualified consultants to develop a comprehensive Continuity of Operations Plan for six key district facilities. The COOP must comply with FEMA's Continuity Guidance Circular and Comprehensive Preparedness Guide 101. The plan will focus on sustaining essential functions during emergencies for educational services, data security, transportation, and maintenance operations. • Assess six facilities to identify mission-essential functions
• Develop facility-specific continuity strategies with FEMA compliance
• Create comprehensive COOP plan with leadership succession planning
• Design orders of succession and delegation of authority protocols
• Develop vital records management and IT systems recovery plans
• Create communications protocols for emergency situations
• Conduct stakeholder planning meetings with department heads
• Ensure COOP compliance with FEMA CGC and CPG 101
• Identify and prioritize MEFs for education services continuity
• Develop a multi-year exercise and training plan
• Deliver final COOP plan by December 31, 2025
• Submit draft plan for stakeholder review by October 2025
• Conduct bi-weekly In-Progress Reviews during development
• Develop relocation planning strategies for critical functions
• Create reconstitution operations procedures for post-emergency recovery
• Assess vulnerabilities in district data security systems
• Develop resource allocation strategies during disruptions
• Establish alternate facilities for emergency operations
• Plan for transportation system continuity for student reunification
