Buyer seeks audit services for the Missouri Empowerment Scholarship Accounts (MO Scholars) program. Services include creating audit procedures, conducting annual audits, and performing random and quarterly reviews as needed. The auditor will verify scholarship funds are spent on qualified expenses according to state regulations. Buyer requires the contractor to access and review digital wallet transactions through Class Wallet.

• Must be an independent auditor meeting Chapter 326 RSMo requirements
• Must follow code of professional ethics and rules of conduct
• Must have minimum of three years of audit experience

• Create audit procedures for Missouri Scholars Program account reviews
• Develop procedures for reviewing EAO annual financial audits
• Perform annual audits of scholarship accounts
• Conduct random and quarterly audits as required
• Verify expenditures made with scholarship funds comply with regulations
• Access and review digital wallet transactions in Class Wallet
• Submit detailed audit reports and findings
• Review transaction compliance with Section 166.705 requirements
• Maintain documentation according to GAAS and GAGAS standards
• Protect student data in accordance with FERPA
