Buyer seeks a qualified organization to conduct a comprehensive cross-systems needs assessment of the NYS early childhood system and develop a strategic plan based on findings. Buyer requires expertise in gathering feedback from marginalized families and conducting performance evaluations for the Preschool Development Birth through Five Renewal Grant project. The vendor will support collective impact efforts in rural communities and lead an innovation network to explore wellness principles in early childhood education.

• 5/19/2025 - Proposal Due Date
• 6/1/2025 - Contract start date (no earlier than)
• 9/29/2027 - Contract completion date

• At least 10 years of experience supporting equitable systems change
• At least 6 years working in early childhood realm
• National expertise in research, systems change, and technical assistance
• Published in national articles, journals and/or for national organizations
• At least 3 years experience working with NYS stakeholder groups
• Experience analyzing data using an equity framework
• Eligible to do business with New York State

• Conduct B-5 needs assessment of early childhood system incorporating family feedback
• Gather feedback from systematically excluded and marginalized families
• Develop strategic plan addressing needs assessment findings
• Create program performance evaluation to measure project impact
• Lead collective impact innovation network for wellness principles
• Support rural communities in collective impact project to increase childcare capacity
• Analyze data using equity framework with diverse communities
• Identify gaps in early childhood data sharing mechanisms
• Design and facilitate virtual statewide Strategic Planning Convening
• Develop qualitative and quantitative outcome measures using CQI framework
