Buyer seeks a qualified consultant to conduct a feasibility study for an Elder Care Facility on the Reservation. The study will evaluate the need for elder care services, analyze financial sustainability, and provide recommendations for either new construction or renovation of an existing apartment building. The project aims to create a facility that honors tribal culture while providing high-quality care for tribal Elders.

• Experience with similar feasibility study services
• Authorized to conduct business in Wisconsin
• Strong verbal, written, technical communication and presentation skills
• Ability to assign adequate staffing and resources
• Preferably experienced working with indigenous groups or tribes

• Conduct needs assessment for elder care services in tribal community
• Evaluate potential for renovation of existing apartment building
• Provide conceptual architectural designs for new construction and renovation options
• Analyze current and projected demographics for elder population
• Develop detailed cost projections for facility establishment and operations
• Assess potential revenue streams including federal and state reimbursements
• Identify regulatory and accreditation requirements at federal, state, and tribal levels
• Evaluate competitive landscape of existing healthcare providers and services
