Buyer is seeking a qualified company to develop its Tourism Strategic Plan for 2026-2030. The project involves analyzing current conditions, engaging tourism stakeholders, and creating a comprehensive plan focusing on destination stewardship, regenerative tourism, and brand management. The strategic plan will guide the buyer in managing Hawaii tourism in a sustainable manner consistent with economic goals, cultural values, natural resource preservation, community desires, and visitor industry needs.

• Minimum 5 years experience in strategic planning
• Demonstrated record in strategic planning for government agencies
• Experience with community meeting facilitation
• Working knowledge of Hawaii's visitor industry and tourism issues
• Knowledge of state and county government

• Review existing 2020-2025 Strategic Plan, DMAPs, and research documents
• Facilitate strategic planning sessions with HTA staff and board members
• Support facilitator in community and industry stakeholder convenings across islands
• Attend HTA board committee meetings for updates and insights
• Interview key legislators and stakeholders for additional strategic input
• Compile results from all resources to prepare draft Strategic Plan
• Incorporate feedback from HTA staff and board for revised drafts
• Develop collective vision with situational analysis of tourism trends
• Identify key performance indicators, targets, and milestones
• Design and format ADA-compliant final Strategic Plan document
