Buyer seeks a Florida-based RCO or peer-run organization to provide sustainable mechanisms and supports for statewide recovery community organizations. The contractor will provide technical assistance, training, and support to current, emerging, and new RCOs. This includes promoting public education of peer-based recovery support services, providing peer recovery support training for certification, and serving as key employers of peer recovery support professionals. Buyer intends to shift current RCO development efforts to a statewide Florida-based organization.

• 4/10/2025 - Release of RFI
• 4/24/2025 - Deadline to submit inquiries
• 5/8/2025 - Department's response to inquiries
• 5/19/2025 - Proposal Due Date

• 501c3 nonprofit organization
• 50% of Board must be people in personal recovery
• Transparent Board selection process with defined terms
• Actively engaged Board of Directors
• No Board members receiving state/federal dollars as an RCO
• Adopted bylaws
• Adopted conflict of interest policy
• Adopted operational policies and procedures
• Experience as an RCO or peer-run organization

• Provide technical assistance to RCOs
• Support peer recovery specialist certification process
• Develop and execute training on multiple topics
• Create sustainability plans for RCOs
• Mentor new recovery support trainers
• Develop curriculum on peer-related topics
• Facilitate board development for new RCOs
• Implement policies and procedures for RCOs
• Coordinate statewide support for recovery communities
• Integrate peer voices into behavioral health systems
