Buyer is soliciting proposals for annual independent financial audit services including preparation of its comprehensive annual financial report. The engagement is for fiscal year ending September 30, 2025, with potential extension for two additional years through 2027. Buyer requires auditing services in accordance with generally accepted auditing standards and Government Auditing Standards. A Single Audit will be required as federal and state grant expenditure thresholds have been met.

• 5/19/2025 - Proposal Due Date
• 5/26/2025 - Interviews with select firms
• 6/9/2025 - City Council selection of audit firm
• 10/31/2025 - Complete interim audit work

• Certified public accountants licensed in Texas
• Independent of the City as defined by Government Auditing Standards
• Experience auditing similar sized municipal governments in Texas
• Knowledge of governmental accounting principles and auditing standards

• Audit financial records and accounts in accordance with auditing standards
• Prepare Comprehensive Annual Financial Report (CAFR)
• Issue independent auditor's report with opinion on financial statements
• Prepare report on internal control and compliance
• Provide management letter with findings and recommendations
• Conduct Single Audit for federal and state financial assistance
• Provide advisory guidance on accounting and reporting standards
• Assist in obtaining GFOA Certificate of Achievement
• Prepare financial statements and schedules for the CAFR
• Retain working papers for minimum of seven years
