Buyer seeks a qualified energy efficiency program implementer to provide consultant services for residential, commercial and industrial energy efficiency programs. The program will run from July 1, 2025 to June 30, 2027, with possible renewal for three additional years. Buyer is a full-service municipal utility serving over 36,700 residential, 4,300 commercial, and 70 industrial customers. Target participants include single-family homeowners in older homes and businesses of all sizes with high energy usage.

• Experience with residential and commercial/industrial energy efficiency programs
• Professional qualifications of assigned individuals
• Successful implementation of residential energy efficiency programs
• Experience with municipal electric utilities

• Update and implement existing HVAC tune-up program
• Vet HVAC contractors for performing tune-ups
• Produce and mail rebate checks for HVAC tune-up program
• Provide graphic design and marketing services for all utility media
• Conduct energy assessments for industrial customers
• Evaluate new projects and determine customized incentives
• Deliver yearly reports on program metrics including KW and dollar savings
• Attend Utility Commission and City Council meetings as needed
• Design successful residential load management programs using smart thermostats
• Implement energy efficiency programs that qualify as PJM Capacity Market resources
