Buyer seeks to develop a strategic plan for the Regional Housing Assembly that will provide a high-level blueprint for ongoing activities and processes. The plan will coordinate and align resources and actions systematically throughout the network. This contract will utilize Virginia Housing Capacity Building funding to complete required components including mission, vision, SWOT analysis, goals, and implementation tools. The strategic plan will support efforts to promote policies ensuring equitable housing opportunities in Planning District 16.

• Develop mission and vision statements for the Regional Housing Assembly
• Conduct SWOT analysis of the RHA's internal and external position
• Perform competitive analysis of RHA's competitors and collaborators
• Establish short-term goals within 1-2 year horizon
• Define long-term objectives spanning 3+ years
• Create specific action items explaining how goals will be accomplished
• Design scorecard tools to track key performance indicators
• Conduct financial assessment based on historical records and future projections
• Facilitate public and stakeholder involvement in the planning process
• Develop implementation blueprint for ongoing activities and processes
