Buyer seeks an independent consultant to conduct a comprehensive review of their Information Technology and Telecommunications environment. The assessment will provide insights for data-informed decisions on how to deliver IT&T services to employees and residents. The consultant will analyze the current state against industry best practices and provide comparative analysis with best-in-class public and private sector entities. The final independent assessment report must be delivered by July 22, 2025.

• Experience conducting enterprise-wide IT&T assessments for government agencies
• Expertise analyzing and comparing insourced, outsourced, and multi-sourced environments
• Sufficient staffing to complete tasks within proposed timeframes

• Conduct comprehensive IT&T environment assessment
• Analyze current IT&T services against industry best practices
• Interview key stakeholders and collect relevant data
• Perform gap analysis comparing County services to industry standards
• Assess IT&T asset currency and modernization needs
• Compare insourcing and outsourcing costs across IT&T frameworks
• Evaluate technology solutions and labor impacts
• Develop independent assessment report with findings and analysis
• Analyze IT&T value by framework (Data Center, Networks, Applications, etc.)
• Assess current agreement against best practices in security and innovation
