Buyer is requesting proposals from qualified firms of certified public accountants to audit its financial statements. The engagement includes the City and Economic Development Corporation for the fiscal year ending September 30, 2024, with the option for two subsequent years. Audits must be performed in accordance with generally accepted auditing standards and applicable government standards. Buyer requires comprehensive financial audit services including ACFR compilation and potential Single Audit completion.

• 12/31/2024 - Audit Field Work Completion
• 4/9/2025 - RFP Issue Date
• 5/16/2025 - Proposal Due Date
• 6/18/2025 - City Council Contract Award

• Must be independent and licensed to practice in Texas
• Staff must have adequate continuing professional education
• Must have experience with GFOA Certificate of Achievement program
• Must submit copy of last external quality control review report
• Must have experience with federal and state grant programs

• Audit financial statements for fiscal year ending September 30, 2024
• Compile Annual Comprehensive Financial Report (ACFR)
• Complete Single Audit Report if expenditure criteria are met
• Express opinion on whether financial statements fairly present financial position
• Provide "in-relation-to" opinion on supporting schedules
• Perform limited procedures on required supplementary information
• Evaluate management controls on investments and adherence to investment policies
• Report on compliance and internal control over financial reporting
• Report on compliance for each major federal program
• Provide management letter describing any reportable conditions
