• Experience completing similar comprehensive plans in the last five years
• Demonstrated capacity to facilitate public engagement processes
• Ability to complete plan within 12-18 months

• Facilitate inclusive public engagement process with multiple outreach methods
• Develop background studies with data analysis and trend forecasting
• Create demographic and housing characteristics assessment
• Analyze economic conditions and business needs
• Evaluate utilities and community facilities
• Document historic resources and preservation opportunities
• Assess land use composition and development patterns
• Analyze traffic, transportation and pedestrian characteristics
• Address flooding and environmental sustainability challenges
• Develop housing choice and affordability strategies
• Prepare State Environmental Quality Review documentation
• Create implementation strategies with actionable goals
• Conduct committee meetings and Council presentations
• Design visual materials including maps, charts and graphics
• Review and integrate previous studies and plans
• Develop strategies balancing competing community interests
• Create final comprehensive plan document with supporting materials
• Present findings to the Comprehensive Plan Committee
• Guide plan through formal adoption process
