Buyer seeks a contractor to facilitate an internal visioning process to define goals and principles for a Land Management Strategy. Buyer manages 4,700 parcels totaling 6,900 acres in the Lake Tahoe Basin. Work includes stakeholder engagement planning and conducting technical studies to support rulemaking efforts. This contract represents an initial phase of developing a comprehensive Land Management Strategy to better manage public interactions with Conservancy lands.

- Experience with California processes, including CEQA, for implementing land management strategies

- Develop stakeholder engagement plan including tribes and public
- Create a process for Land Management Strategy development
- Conduct funding evaluation for potential fee structures
- Analyze land uses on neighboring public lands
- Develop economic impact analyses for proposed regulations
- Perform fiscal impact studies for regulatory implementation
- Conduct social and equity impact assessments for regulations
- Build consensus across Conservancy programs through facilitated meetings
- Research best practices for implementing fees that ensure equity
