Buyer seeks qualified consultants to guide an integrated planning process for Municipal Vulnerability Preparedness 2.0 and Hazard Mitigation Plan updates. The process will identify climate vulnerabilities, assess hazards, and develop strategies to enhance community resilience with a strong focus on equity. The consultant will facilitate a Core Team, engage diverse stakeholders, and develop actionable plans that meet state and federal requirements. Buyer aims to complete the planning process between July 2025 and June 2026.

• Completed at least two community resilience planning projects for municipal clients
• At least five years of experience working with municipal clients
• Experience in equity-centered project facilitation
• Experience in community-driven processes with EJ populations
• Experience in climate and community resilience assessment

• Develop an integrated planning process combining MVP 2.0 and HMP requirements
• Facilitate a Core Team of municipal staff and community liaison members
• Conduct equity-focused assessment of social vulnerability and resilience factors
• Develop hazard identification and vulnerability assessment for multiple natural hazards
• Create comprehensive mapping of hazard-prone areas and critical facilities
• Update mitigation strategies and prioritized project list for hazard reduction
• Engage diverse stakeholders including EJ communities in inclusive public process
• Analyze proposed mitigation projects for feasibility, cost-effectiveness, and equity impacts
• Identify and develop a Seed Project to advance community resilience priorities
• Create final plans that meet EEA and FEMA requirements
