Buyer is seeking a consultant to assist in the procurement of pharmaceutical benefit management services for approximately 186,000 members. The consultant will develop an RFP, analyze bids, evaluate pharmacy networks, and provide guidance throughout the selection process. The scope includes cost analysis of pricing models such as NADAC and transparent/pass through pricing, as well as formulary design and cost containment strategies.

• Develop PBM RFP based on IBAC agencies and UNM input
• Analyze financial bids including AWP discounts and proposed rebates
• Evaluate pharmacy network size and member access
• Compare carved-out vs health plan managed pharmacy benefits
• Research prescription purchasing coalitions across geographic regions
• Evaluate PBMs across the country with summary report
• Guide selection team through finalist interviews and BAFOs
• Assist with establishing evaluation criteria and point calculations
• Review vendor proposals and assist with contract negotiations
• Provide RFP specifications and implementation guidance
