• 5/15/2025 - Proposal Due Date

• Completed at least one similar aerospace infrastructure planning project
• Experience developing master plans for aerospace or high-tech infrastructure projects
• Must hold drone pilot certification and private/commercial/military pilot ratings
• Expertise in aerospace port market analysis
• Aviation licenses for piloted aircraft and UAS
• Ability to communicate complex technical topics to non-technical audiences

• Define goals for Hawaii Aerospace Port based on safety and sustainability
• Assess potential aerospace port sites including infrastructure and accessibility
• Analyze market demand for UAV/UAS, orbital and suborbital launches
• Identify unique value propositions of Hawaii for aerospace operations
• Determine facility requirements including launch pads and processing areas
• Evaluate utility and infrastructure upgrades needed
• Develop and compare alternative development scenarios
• Conduct environmental and cultural resource screening aligned with NEPA
• Provide ROM cost estimates for infrastructure investments
• Assess economic benefits to Hawaii's local communities
