Buyer seeks a qualified contractor to provide comprehensive turn-key parking management services for all managed public on-street and off-street parking within downtown Excelsior. The parking system includes approximately 400 on-street metered spaces, 350 unmetered spaces, a 244-space parking garage, and a 150-space surface lot. Contractor will handle enforcement, citation processing, equipment maintenance, customer service, and event parking management. Buyer desires a customer-focused approach that emphasizes quality service and addresses the seasonal nature of parking demand in this destination community.

• Ten consecutive years experience operating at least three parking operations
• Experience with on-street and off-street parking operations
• Financial stability to perform requested services
• Experience in Minnesota parking market
• Demonstrated ability to enforce local and state parking regulations

• Operate on-street and off-street parking with a focus on customer service
• Manage enforcement operations replacing current staff, hardware, and software
• Provide and maintain parking pay stations and mobile payment solutions
• Implement digital permitting system for resident and employee parking
• Issue and process citations, manage collections and adjudication
• Manage event parking for approximately 17 annual events
• Conduct routine maintenance on parking garage and equipment
• Provide detailed reporting on revenue, utilization, and system performance
• Create marketing and communications strategy for parking services
• Develop community engagement and customer service plan
