Buyer seeks a qualified consultant to update the multi-jurisdictional hazard mitigation plan for the Central Midlands Region covering Fairfield, Newberry, Richland, and Lexington Counties. The plan must comply with Disaster Mitigation Act requirements and FEMA standards. The consultant will conduct hazard risk assessments, develop mitigation strategies, engage stakeholders, and produce a complete plan within 12 months that receives FEMA approval.

• Experience with FEMA/SCEMD compliant multi-jurisdiction hazard mitigation plans
• Demonstrated ability to complete scope of work within timeframe

• Update hazard identification and risk assessment for multiple jurisdictions
• Analyze climate change impacts on natural hazard risk
• Develop mitigation strategies based on vulnerability assessment
• Lead stakeholder engagement through committee meetings and public surveys
• Create GIS mapping and data visualization of hazard risks
• Assess NFIP insured structures damaged by repetitive flooding
• Facilitate public stakeholder meetings to gather community input
• Compile findings into FEMA-compliant multi-jurisdictional mitigation plan
• Identify potential funding sources for implementing mitigation strategies
• Navigate SCEMD/FEMA review process for plan approval
