Buyer seeks qualified firms to provide Comprehensive Disaster Recovery Consulting Services on a standby basis. Services include emergency management planning, training, and public assistance consulting. Consultants will support emergency planning, facilitate communication with FEMA and other agencies, and provide pre-event planning and post-event reconstruction services. The consultant must be capable of providing grant funding and reimbursement services.

• 5/14/2025 - Proposal Due Date

• Develop comprehensive emergency management plans (CEMP, COOP, EOP)
• Create mitigation programs including staff training and cost-benefit analysis
• Develop a debris management plan with TDSRS locations identification
• Assist with procurement for debris removal contractors
• Provide project management for permanent work projects
• Offer technical support for developing public information
• Conduct damage assessments after disasters
• Assist with immediate needs funding acquisition
• Identify eligible emergency and permanent work (Categories A-G)
• Evaluate insurance documentation and settlement services
• Generate and review Project Worksheets for FEMA
• Support FEMA, FHWA and NRCS reimbursement processes
• Provide staff augmentation with experienced Public Assistance Coordinators
• Conduct interim and final inspections of recovery work
• Generate supplemental Project Worksheets as needed
• Provide appeal services and negotiations with federal agencies
• Assist with reconstruction and long-term infrastructure planning
• Perform final review of emergency and permanent work
• Facilitate communication with FEMA and other agencies
• Provide pre-event planning and post-event reconstruction services
