Buyer seeks a vendor to host online tax sales for the Township of Middletown. The system must support individual tax lien auctions with detailed bidder registration, secure payment processing, and real-time updates. • Currently conducting online tax sales in at least two states
• Conducted online tax sale in New Jersey in past year
• Conducted sales including bidders from more than one state
• Demonstrate comprehensive cybersecurity framework

• Host online tax sales in accordance with N.J.A.C. 5:33-1.1
• Provide online bidding platform for tax lien sales
• Process bidder registrations and validate eligibility
• Manage forfeitable deposits through ACH transactions
• Provide detailed online instructions for website utilization
• Maintain help desk for tax collectors and bidders
• Offer web-based training and tutorials
• Process electronic transfer of information between municipality and platform
• Implement secure cybersecurity framework for all transactions
• Support both direct and proxy bidding methods
