Buyer seeks qualified vendors to provide regulatory consulting services on an as-needed basis. Services will assist the KCC in various regulatory matters at the request of designated Agency Representatives. The consultant will work with the office of General Counsel, Chief Litigation Counsel, and/or Director of Utilities. Multiple vendors may be awarded contracts due to the varied nature of the projects requiring specific expertise.

• Minimum seven years experience in public utility regulatory issues
• Knowledge of economics and finance related to regulatory issues
• Experience preparing testimony for regulatory proceedings
• Knowledge of FERC and state regulatory decisions
• Understanding of electric, natural gas and telecommunications industries

• Conduct electric, gas and telecommunications cost of service studies
• Analyze cost of capital issues and provide financial analysis
• Review applications for securitization financing orders
• Evaluate mergers and acquisitions
• Perform depreciation and cost allocation studies
• Assess affiliate transactions
• Calculate utility revenue requirements
• Design class cost of service and rate structures
• Prepare and support testimony in regulatory proceedings
• Apply FERC and state regulatory decisions
