Buyer seeks qualified providers to deliver short-term workforce certification training programs. The programs focus on Healthcare, Construction, and Information Technology leading to in-demand, state or industry-recognized certifications. Buyer requires contractors who can integrate with Adult Education programs, provide necessary materials, and ensure student pathways to certification. Services will support adult learners with varying levels of academic preparation or English language proficiency.

• 4/15/2025 - Pre-Proposal Meeting
• 4/25/2025 - Question Cut-Off Date
• 5/1/2025 - Addenda (if any)
• 5/13/2025 - Proposal Due Date
• 6/18/2025 - Anticipated Award Date

• Must be registered with AND approved by Texas Workforce Commission
• Able to provide all requirements in scope of services
• Provide certification for courses offered
• Not debarred from conducting business with federal government
• Provide insurance certificates for General Liability and Worker's Compensation
• Financial ability to bill for services after completion
• Proven record of placing students in field training
• Able to provide instruction at HCDE locations

• Prepare and deliver instruction in healthcare, construction, or IT fields
• Arrange required clinical externships for certification programs
• Provide strong content leading to state or industry-recognized certification
• Incorporate job search techniques and career coaching
• Conduct background checks for students in certification process
• Collaborate with basic skills instructors on lesson planning
• Facilitate registration and payment for certification exams
• Coordinate practical training opportunities at approved facilities
• Support students with varying academic and language proficiency levels
• Maintain TWC registration and approval
