State Supported Living Centers Monitoring
Texas Health and Human Services Commission
Buyer is seeking a qualified contractor to provide monitoring services at state-operated facilities serving individuals with intellectual or developmental disabilities. The monitoring ensures compliance with standards set forth in the Settlement Agreement between the State of Texas and the U.S. Department of Justice. The contractor will conduct comprehensive monitoring activities, provide technical assistance, develop training processes, and implement quality improvement systems. The work supports the state's pathway to fully exiting from the Settlement Agreement.

- 5/12/2025 - Proposal Due Date
- Five years in business or principals with equivalent experience
- Three years experience with training, technical assistance for state-run ICF-IIDs
- Must be financially solvent and adequately capitalized
- Conduct on-site visits to State Supported Living Centers
- Establish interrater agreement between quality service review monitors
- Identify Center trends, patterns, and improvement priorities
- Create quality measures for resident outcomes aligned with Settlement Agreement
- Assess data systems for reliability and validity
- Provide data-based monitoring system recommendations
- Conduct independent analysis to identify areas for improvement
- Develop and implement Center-specific training processes
- Provide technical assistance on corrective action plans
- Maintain communities of practice for quality improvement
