Buyer proposes to develop a path to streamline bike and pedestrian project development and delivery in San Joaquin County. Buyer seeks a comprehensive update to the 2012 Regional Active Transportation Plan, known as the Regional Bicycle, Pedestrian, and Safe Routes to School Master Plan. The project aims to increase bicycle and pedestrian mobility, improve safety, increase education and awareness, and address congestion issues. Buyer requires development of a toolkit resource to aid member agencies in securing future grants.

• Develop comprehensive update to 2012 Regional Active Transportation Plan
• Create project toolkit for member agencies to secure future grants
• Conduct equity analysis for disadvantaged communities
• Develop maps using Federal, State and Local data sources
• Implement public and stakeholder outreach with at least three events
• Develop priority project list with cost estimates
• Create visual renderings for priority projects in each jurisdiction
• Establish key public health and equity metrics
• Identify and acquire relevant public health datasets
• Provide technical assistance to agencies for future funding applications
