Buyer seeks environmental consulting, engineering, and permitting services. Buyer requires support for environmental and energy compliance reviews, SPCC plan management, regulatory reporting, and permitting. Buyer needs expertise in air quality management, remediation, stormwater management, and brownfields assessment. The contract will be for three years with options for two one-year renewals.

• 5/12/2025 - Proposal Due Date

• Licensed Professional Engineer (PE) in CT (Environmental, Civil, or similar)
• Licensed Environmental Professional (LEP) in CT
• Both PE and LEP must have 10+ years' experience with municipal utility companies

• Conduct annual environmental and energy compliance reviews for all facilities
• Manage and update Spill Prevention Control and Countermeasure Plan (SPCC)
• Develop annual EPCRA Tier II reports
• Ensure compliance with federal and state environmental regulations
• Conduct annual SPCC training for personnel
• Support air quality management and reporting
• Perform due diligence including Phase I, II & III assessments
• Provide Brownfields consulting services
• Assist with CTDEEP Industrial Stormwater General Permit compliance
• Perform remediation design and oversight
• Develop Industrial Stormwater Plans
• Provide environmental permitting expertise
• Conduct environmental compliance consulting
• Support Clean Water Act (CWA) compliance
• Assist with Emergency Planning compliance
• Provide technical environmental expertise
• Perform environmental assessments
• Manage regulatory reporting requirements
• Deliver professional engineering services for environmental matters
• Support Natural Resources and Environmental Protection Act compliance
