Buyer seeks qualified organizations to provide outreach and education services to tenants living in buildings enrolled in the Rent Escrow Account Program (REAP). The contractor will inform tenants about their rights and responsibilities under REAP, which allows tenants in buildings with housing code violations to pay reduced rent into an escrow account. Services include conducting site visits, developing educational materials, providing technical assistance, and maintaining communication between tenants, property owners and LAHD. The goal is to achieve at least 50% tenant participation in the program.

• Qualified to conduct business in California
• In good standing with California Secretary of State
• Not debarred by government entities
• Three years experience with tenant outreach on landlord/tenant law
• Knowledge and experience related to LAHD REAP
• No outstanding debt to State of California or City

• Inform and educate tenants about REAP program rights and responsibilities
• Conduct on-site meetings with landlords and tenants
• Develop multilingual educational materials in English, Spanish and other languages
• Provide advocacy through counseling and technical assistance
• Conduct minimum two site visits per case
• Facilitate tenant participation in rent escrow program
• Conduct courtesy final site visits to assess violation corrections
• Establish collaborative relationships with Landlord Outreach Service Provider
• Respond to urgent matters like utility discontinuation
• Provide referrals to appropriate agencies for non-REAP matters
