Grand Traverse County

Buyer seeks a qualified consultant to develop a regional Materials Management Plan for Benzie, Grand Traverse, and Leelanau counties. The plan will create a sustainable framework for managing materials to reduce landfill disposal and emphasize waste reduction and resource recovery. The consultant will collect data, perform analyses, develop policies, lead public engagement, and assist with final plan documentation in accordance with Michigan's Part 115 requirements.

• Knowledge of Part 115 and Materials Management Plan timeline
• At least three years of Solid Waste Management experience
• Experience working with county and local government
• Experience with community engagement related to materials management planning

• Collect data related to Work Program and Work Plan development
• Perform gap analysis and system needs assessment
• Develop policy and funding plan aligned with Part 115 laws
• Lead public engagement process for collaborative plan development
• Assist in preparation of Planning Committee meetings and public hearings
• Create final Materials Management Plan documents
• Facilitate strategic planning discussions for committee objectives and goals
• Develop community stakeholder engagement plan
• Recommend practical strategies for implementation
• Support approval process with local municipalities
