Department of Vermont Health Access

Buyer seeks organizations to provide Navigator services for Vermont Health Connect, the state's Health Insurance Marketplace. Navigators will educate Vermonters about health insurance options and help them apply for and enroll in coverage. Buyer aims to fund organizations that can reach vulnerable, uninsured, and underinsured populations throughout Vermont. The grant will cover services from July 1, 2025 through June 30, 2026.

• Demonstrate existing relationships with Marketplace-eligible populations
• Demonstrate familiarity with the Vermont health care system
• Confirm no conflicts of interest with health insurers
• Be a registered business in Vermont
• Maintain physical presence in Vermont for face-to-face assistance
• Be in good standing with Vermont Tax Department

• Recruit and manage qualified Navigators to assist Vermonters with health coverage
• Provide in-person and virtual enrollment assistance for health insurance options
• Educate Vermonters about health insurance terminology and plan structures
• Reach vulnerable and underserved populations who need health coverage
• Facilitate selection of qualified health plans, Medicaid, and Dr. Dynasaur
• Conduct outreach and education events in local communities
• Attend biweekly trainings and the annual Assister Program Conference
• Submit monthly financial reports and bi-annual programmatic reports
• Complete background checks for all Navigator staff
• Assist with Medicaid reviews on an annual rolling basis
