Buyer seeks a qualified contractor to provide Data Analysis and Support Services for the Office of Paid Family Leave. The contractor will conduct data analysis and support services for the District's Paid Family Leave program, systems and software. Services include business transformation, predictive analytics, and financial forecasting to enhance program administration. The effort requires diverse PFL operations knowledge and experience with a focus on transformative change within OPFL.

• Experience supporting Paid Family Leave program administration
• Ability to develop data analysis methodologies and approaches
• Expertise in financial forecasting and economic modeling
• Experience with business transformation and organizational change management
• Knowledge of paid leave regulatory compliance

• Develop a transformation strategy and management plan
• Provide advanced data analytics for the Paid Family Leave program
• Create financial forecasting models for benefit payments
• Evaluate PFL tax and benefits system general ledgers
• Design business process maps using BPMN 2.0
• Develop key performance indicators to measure program effectiveness
• Support strategic and tactical business operations planning
• Identify barriers to operational productivity and provide cost-benefit analysis
• Perform financial planning, data collection, tracking, and reporting
• Document human capital strategy for PFL program administration
