Buyer seeks a qualified organization or individual to provide consulting services for the Delaware Accelerator and Seed Capital Program (DASCP). The consultant will assist with administering approximately $7.5 million in SSBCI funds for direct equity investments in Delaware startups. Services include application review, program allocation strategy, SSBCI data reporting, investment tracking, and other duties to ensure program success. The program aims to strengthen Delaware's economy by providing capital to businesses supporting innovation, especially those owned by socially and economically disadvantaged individuals.

• Previous SSBCI experience in administration or Treasury work
• Experience making equity investments in early-stage startups
• Experience executing programs supporting underserved communities or underrepresented founders

• Determine SSBCI eligibility of applicants
• Manage investment evaluation and selection process
• Draft investment decision memos for Investment Committee
• Establish oversight practices for portfolio companies
• Implement conflict of interest processes per Treasury guidelines
• Provide quarterly and annual investment activity reports
• Establish compliance mechanisms and internal controls
• Participate in board membership and advisory roles
• Track investment performance and leverage metrics
• Measure economic impact including employment and wages
