Buyer seeks a proactive, results-oriented organization to provide Business Services in partnership with PA CareerLink® Delaware County. The selected contractor will provide employers with workforce solutions to strengthen the talent pipeline. Services include labor exchange, customized services for in-demand sectors, work-based training, and business operations leadership. The contract period is for one year with potential renewal for three additional years.

• In business for at least three years
• Good standing with federal government
• Registered in System for Award Management
• Not debarred from participation
• Proof of insurance and FIEN/EIN number

• Provide labor exchange services for all Delaware County employers
• Deliver customized services for in-demand industry sectors
• Administer On-the-Job Training and Incumbent Worker Training programs
• Lead business outreach and market business services to area employers
• Host job fairs and recruitment events for CWDS-registered employers
• Screen and refer qualified training participants to employers
• Provide customized labor market information for specific employers
• Maintain employer data in Commonwealth Workforce Development System (CWDS)
• Connect with economic development organizations and industry associations
• Submit monthly and quarterly reports with market intelligence
