Buyer is seeking a firm to assist with the development of City Council Strategic Goals and a five-year strategic plan. This will be the buyer's first formal strategic planning effort. Buyer wants the Strategic Action Plan to clearly convey vision and priorities to employees, stakeholders, and the community.

• Qualification to conduct business in the City
• Consultant has not been debarred by government
• Five different engagement references, three for strategic plan preparation

• Facilitate a priority-setting workshop with City Council
• Conduct pre-workshop surveys of Mayor and Council members
• Develop a five-year strategic plan with measurable outcomes
• Create a SWOT analysis for the city organization
• Develop a mission statement and vision for the city
• Create 4-6 strategic priorities under each identified Goal
• Develop workload indicators and performance measures for city departments
• Design monitoring mechanisms for periodic review and adjustments
• Create a three-year action plan with implementation steps
• Develop a project schedule identifying delivery dates for deliverables
