County of San Mateo Human Services Agency

Buyer seeks up to three providers of Information Technology staffing services to perform IT-related work. The services include application development, IT help desk, application support, project management, and data analysis. Typical assignments last for up to 12 months with staff required to be onsite. The anticipated agreement duration is three years with the option to extend for up to two additional years.

  • Willing to enter into agreement with County using County Templated Agreement
  • Carry Cyber Liability Insurance in amount of $5,000,000 per occurrence
  • Providing IT Contingency staff to Government/Public Agency for 7 years minimum
  • Registered with System for Award Management (SAM)
  • Provide temporary IT contingency staff for short-term staffing needs
  • Assign skilled IT professionals available to work onsite within two weeks
  • Conduct background and reference checks before referring staff to County
  • Provide a single point of contact to manage staffing requests
  • Monitor performance of assigned staff with regular feedback mechanisms
  • Respond to staffing requests within 72 hours
  • Submit contingent staff time sheet to County weekly for approval
  • Provide weekly to semi-monthly time tracking and employment reporting
  • Orient and train staff to work in County environment
  • Facilitate monthly performance meetings with County to discuss staff progress
  • Respond within four hours to any request to replace staff
  • Participate in meetings with County staff and stakeholders as requested
  • Provide specialized knowledge testing as requested by County
  • Maintain separation of contingent staff data from County systems
  • Handle all employer obligations including payroll and benefits
  • Ensure staff understand project overview, plan, and milestones/goals
  • Retain responsibility for all terms and conditions of employment
  • Ensure return of County badges and equipment at assignment end
  • Submit regular performance reports to County on contingent staff
  • Maintain compliance with relevant labor laws and regulations
