• Firm must have existed for minimum three years performing offered services
• Key personnel must have three years experience in scheduling solutions
• Proven experience with at least three municipal clients of comparable size
• Municipal clients should have police forces of at least 900 officers

• Provide police secondary employment scheduling with automated job assignment
• Implement ranked officer assignment based on business rules and job classes
• Create four distinct user portals for officers, customers, coordinators, and administrators
• Track officer work hours with GPS/electronic timestamping for shift verification
• Provide robust reporting and analytics on job management and financial data
• Integrate with existing technical environments including Microsoft and ESRI
• Prevent scheduling conflicts between regular duty and secondary employment
• Calculate officer bonuses based on compliance and hours worked
• Enable customer feedback collection and tracking on officer performance
• Implement advanced search functionality across all data points
